Meet The Public Relations Staff

Public Relations Director, Frank Cloutier, has a varied educational background, attending both Delta College and Wayne State University studying Business Administration. Frank has been with the Public Relations Department for many years and has had several years of experience with the Tribethrough other positions including serving as the Tribal Gaming Commission Chairperson in the past.Frank is a certified Culinary Scratch Baker with several years of small business experience. He is an avid boater and loves to snowmobile and fish. Originally from Pinconning, Michigan, he has taken residence there and has every intention of staying. In addition, Frank has sixteen living siblings. “My parents had 18 children total and we enjoy a very large extended family.” Recently, Frank received the honor of being appointed to the Council for Labor and Economic Growth in Michigan. Frank hopes to represent the Tribal Community to the best of his ability while nurturing the native voice in Lansing. “We all have a responsibility to become involved within our Community. I have every intention of staying involved and making a positive difference during what looks to be very trying times in the near future".

My name is Marcella Hadden and I am a Tribal Member and the Public Relations Manager. I have worked for the Tribe for 17 years both in gaming and the government entities. Six of those years I served as an administrative assistant for Public Relations. I also worked as a Cage/Vault supervisor and manager at Soaring Eagle Casino & Resort. I graduated from Northern Michigan University with an Associate Degree in Business. After graduation, I worked as a legal secretary for a law firm in Marquette, Michigan, for four years. In my younger years, I grew up as an Army brat and after my father retired, our family settled on the Isabella reservation in the mid 70’s. I have many relatives and friends in the Tribal community and feel truly blessed to be fortunate enough to work for the Tribe. One of the main goals within the Public Relations Department that I will focus on will be to help maintain a positive image for the Tribe, its government and membership. Being proactive to areas of concern instead of reactive is where I’d like to concentrate. It’s very important to keep lines of communication open between Council Administrations, the membership and media outlets. Protocol on media communication is in place which helps to protect the Tribe and others. This is one of the many steps in the right direction that will help to maintain a positive image.
